Vote to skip option

Channels should be able to turn this functionality on/off.
- If enabled, a "Skip It" button would be displayed near the player controls.
when clicked the button will toggle on and possibly retain a depressed look, the users client will send a signal to the channel indicating their vote to skip the video(the signal sent should specify which video the vote to skip is for, to avoid confusion server side due to lag issues).
- The user should be able to click the button again to toggle it off and send a signal indicating their change in vote.
- If at any point more then 30%that if the channels users are voting to skip all other users in the channel should be notified that a vote to skip is in progress.
- The channel owner should be able to configure at what percentage the vote will pass.
